
Department of Foreign Affairs: Head Office campus

The Re Kgabisa Tshwane initiative of the State and the City of Tshwane gave rise to the creation of Government Precincts in the Capital City, through the development of prestigious head offices for government departments. In this regard through the facilitation of the National Treasury, contracts are closed with private companies through Public Private Partnerships (PPP) whereby the private party develop the facility through own resources and make available on long term leases back to the State.
CityScope town planners was contracted as part of a multi-disciplinary Transaction Advisor team, to facilitate the following:
• Determination of the spatial requirements of the Department;
• Analysis of various locations for settlement and procuring of the selected site;
• Collecting of all relevant data and particulars of the site (ie zonings, servitudes, etc) for use by professional team;
• Assistance to the team in preparation of tender documents;
• Launching of a township establishment process for the relevant zonings;
• Participation in public liaison meetings.
• Delivering a “clean site” to the private party.
Particular challenges were:
• Interpreting the spatial requirements and translating to required building bulk;
• Sourcing suitable sites that not only meet the client’s requirements, but also address spatial policies;
• Participation in multi-disciplinary teams and government structures;
• Balancing environmental considerations;
• Meeting deadlines in the face of adverse circumstances;
• Meeting the expectations of the client and the private party;
